‘Katie’s Law’ bills introduced in both chambers Sen. David E. Bates (R-Dist. 32, Barrington, Bristol, East Providence) and Rep. Brian Patrick Kennedy (D-Dist. 38, Hopkinton, Westerly) have introduced legislation (2013-S 0041, 2013-H 5205) known as “Katie’s Law,” which would require collection of a DNA sample from anyone arrested for a crime of violence. The bills have been referred to their respective Judiciary committees. Currently, the state requires collection of a DNA sample only from individuals convicted of a felony. General Assembly convenes with 24 new legislators The Rhode Island General Assembly kicked off the 2013 session on Jan. 1, welcoming eight new state senators and 16 new state representatives. 2013 state budget bill enacted The $8.1 billion state budget bill (2012-H 7323Aaa) achieved final legislative passage and was signed into law by Gov. Lincoln D. Chafee. The budget substantially restores previous cuts to programs for the developmentally disabled, accelerates implementation of the new school aid formula and assists Central Falls’ retirees, while avoiding many of the tax increases the governor proposed, including the expansion of the meals-and-beverages tax. With Gov. Lincoln D. Chafee’s signature, the Fiscal Year 2012 budget (2011-H 5894 Aaa) approved by the General Assembly is now law. The $7.7 billion plan is designed to address the state’s structural deficit and fully fund its new education spending formula without widespread expansion of sales taxes, closing the state’s initial deficit of approximately $300 million through cuts to some programs and state department consolidations, as well as a small surplus and higher-than-expected revenues from the previous year.
