Four Cited for License Violations - Phillip E. Thomas, 28, of 120 North Road, South Kingstown, was cited at about 4:42 p.m. on Feb. 14 and charged with driving with a suspended license. According to police, an officer monitoring traffic from Seaport Communications on Point Judith Road clocked a car driven by Thomas at 55 miles per hour in a 45 mile per hour zone.
