Gansett Man Charged With Murdering Mother

Robert Taylor, 45, is being charged with murder after his mother’s body was found Tuesday.

2 p.m. Wednesday – According to additional reporting by The Providence Journal, Robert Taylor dismembered his mother after killing her, as police found her head and hands severed from her body. The Journal said the information was obtained from the arrest warrant police secured for Taylor. Police said a health worker was at the apartment when they spoke to Taylor, and that Taylor had asked her to bleach down the walls. He allegedly told the worker that his mother had left the apartment and checked herself into rehab. Taylor was ordered to be held without bail after arraignment at Fourth Division District Court this afternoon. 11:40 a.m. Wednesday – Robert M. It is a horrible tragedy that happened, but what did happen at open doors. Mr. taylor obviously needed intensive treatment, and I'm not blaming caseworkers, I just want to know why they did not see this. Maybe, if there was more help available for uninsured, offenders/parolees two lives would not have been taken. And I say two, because the irony of this is, is that alcohol ruined a relationship …   more ›

Police Investigating Apartment Building

No information has been released about why state and Narragansett police are investigating an apartment building on Caswell Street.

6:20 p.m. – Narragansett and Rhode Island State Police are investigating an apartment building on Caswell Street near the intersection of Rodman Street. Narragansett Police Chief Dean Hoxsie released a statement at about 3:52 p.m. stating that they were in the “preliminary phases” of an investigation. Several officers from both departments were at the scene on Tuesday afternoon, along with Special Assistant Attorney General Amy Dodge. She is usually the head prosecutor for felony court cases at Washington County Superior Court. As of 6 p.m., no information has been released about why police or officials were at the building. Two Arrested For Chase Thru NK, Gansett

According to state police, Massachusetts residents James Mullin, 23, and Amy Iacovelli, 20, were in the car that hit a police cruiser and other vehicles on Monday morning.

According to a press release from the Rhode Island State Police, two Massachusetts residents were responsible for the high-speed chase from North Kingstown to Boston Neck Road in Narragansett on Monday morning. The people in the car were identified as James Mullin, 23, of 153 Main St., Marlborough, and Amy Iacovelli, 20, of 33 Smith Road, Hopkinton. Mullin was charged with three counts of assault with a deadly weapon, two counts of leaving the scene of an accident, reckless driving, obstruction of justice, driving with a suspended license and resisting arrest. Manager Contract Acquired; Item Not on Tuesday’s Agenda

According to a copy of the contract, Narragansett’s interim town manager will be paid $111,000 a year.

Based on a copy of the contract signed by Narragansett interim town manager Richard Kerbel and sent to Patch, he will make a yearly salary of about $111,000 – $2.134.62 a week – in the position. According to dates in the contract, Kerbel and the town council president, James Callaghan, signed it on Feb. 7 in front of two witnesses. The contract agreement was first drawn up on Feb. 5. Most of the contract’s items were already benefits received either by former town manager Grady Miller, or former interim town manager and current police chief Dean Hoxsie. Kerbel Offered Interim Manager Job Over Hoxsie

Unless the Narragansett Town Council is unable to reach an agreement with Richard Kerbel, he will take over as interim town manager from Narragansett Police Chief Dean Hoxsie.

NARRAGANSETT - About an hour after he received a standing ovation from residents, the Narragansett Town Council voted 3-2 to essentially remove interim town manager Dean Hoxsie from the position. In his place, the council appointed Richard Kerbel as interim manager, which elicited a mixture of surprise and laments from the crowd of about 80 that stayed until the end of Monday night's meeting. As councilors hastily voted to adjourn the meeting moments after the vote, one person from the stunned crowd yelled, “You should be ashamed,” which was preceded and followed by murmuring and light booing. Corrigan Promoted to Captain, Driscoll Honored

About 11 officers were honored and recognized for promotion by the Narragansett Town Council on Monday night.

Ten officers were promoted and a proclamation was issued to the retiring deputy chief Gerald D. Driscoll at Monday’s Narragansett Town Council meeting. Driscoll was honored for his lifelong work with the department. He started with the department as a patrolman and at the time of his retirement, he was a deputy chief, second-in-command to Dean Hoxsie. Following Driscoll’s retirement, which officially took place in November 2012, the council approved a reorganization of police ranks based on a recommendation by Hoxsie. The non-union deputy chief position was eliminated, and another captain unit was added. Sean Corrigan was promoted from to this captain slot from detective lieutenant. Gansett Manager Interviews Saturday

Near the end of a meeting Monday night, the council agrees to interview town manager candidates in private the next two Saturdays.

NARRAGANSETT – By a 4-1 vote and after 40 minutes of debate on Monday night, the Narragansett Town Council agreed to interview candidates in a private executive session for its open town manager position on Saturday, Jan. 12, and if needed, Jan. 19. Councilor Matthew Mannix was the lone vote against, with councilors James Callaghan, Douglas McLaughlin, Glenna Hagopian and Susan Cicilline Buonanno voting for. The interviews are expected to be held sometime between 1 p.m. and 6 p.m. on those Saturdays. Gansett Town Council Roundup: Nov. 20, 2012

The town clerk swears in a new school committee and town council before a two-hour meeting.

In the first act of business at Monday’s Narragansett Town Council meeting, Narragansett Town Clerk Anne Irons swore in the members of the school committee and town council for new two-year terms. The council voted 5-0 to make James Callaghan council president, and 4-1 to make Susan Cicilline-Buonanno council vice president. Former council president Glenna Hagopian was the vote against. Callaghan thanked former councilors David Crook, Alisa Trainor Fleet and Chris Wilkens for their service. Gansett Council: URI Arrests, Citations Up 74 Percent

The Narragansett Town Council hears a report from its police chief on the increase of citations and arrests this year.

According to a report filed by Narragansett Acting Town Manager and Narragansett Police Chief Dean Hoxsie discussed at Monday night’s town council meeting, there have been 64 citations and arrests issued by police in the first two weeks of URI’s courses. Hoxsie said the arrests are an increase of 74 percent from a similar time frame last year, with noise complaints also up 10 percent. Issued stickers are down from 11 houses to seven houses. “The majority of those stickers are social host violations,” Hoxsie said. “The guys have made a real good effort this year to target the renters.” Part of the increase is due to new laws on the books, such as a town ordinance that prohibits public drinking. Without much debate, the council approves charter changes and files the solicitor’s report on Town Manager Grady Miller.

At its meeting on Monday, the Narragansett Town Council voted on and took testimony on the following agenda items. - With no debate, the council received and filed a report from Town Solicitor Mark McSally on the appropriateness of Town Manager Grady Miller shifting $3,000 in budget money to the Narrow River Preservation Association for FY 2012. McSally made three determinations for the council: The motion to receive and file the report was 3-2, in a similar breakdown to the decision to originally ask McSally to investigate. The Town Council would have to initiate any investigation. A cover letter to the TC reflected that the insurance policies had not been properly handled.
