Supplemental Gansett Police Reports: August 16 to 25, 2012

Unless otherwise noted, information about the following incidents was supplied by the Narragansett Police Department. An arrest does not indicate a conviction.

These reports were procured via records requests. The arrests were not included in the originally printed media packet, either because of ongoing investigations, vacations for commanding officers or mistakenly by oversight.

West Warwick Woman Charged With Felony Larceny

Cheri Lynne Joslin, 35, of 22 Fiume St., West Warwick, was arrested at about 1:07 p.m. on Aug. 22 and charged with felony larceny.

Details of Joslin’s arrest were not included in police reports. The victim is identified as a 46-year-old Narragansett woman.

Joslin is scheduled for felony screening on Oct. 2. She is being held without bail because of a Cranston police felony charge of attempted breaking and entering, with a bail review scheduled for Oct. 10. According to online records, she has three previous arrests:

• In February 2012, Joslin pleaded no contest to Warwick and West Warwick police charges of larceny. She was ordered to complete substance abuse counseling and to pay restitution.
• In December 2011, Joslin pleaded no contest to Warwick police charges of receiving stolen goods, shoplifting and obtaining money under false pretenses. She was ordered to complete substance abuse counseling and to pay restitution, but after violating terms of her probation, she served 60 days at the ACI.

Massachusetts Man Cited for Disorderly Conduct over Parking Spot

David C. Henry, 41, of 35 Island Road, Norton, MA, was cited at about 10:23 a.m. on Aug. 25 and charged with disorderly conduct.

According to police, an officer was flagged down by a woman as he made a turn from Beach Street to Ocean Road.

The woman said that a man – later identified as Henry – had hit her car, assaulted her and then screamed obscenities at her. The argument was about a parking spot.

Police said that Henry and the alleged victim gave conflicting statements. However, an independent witness told police that it appeared that Henry used his car to tap the victim’s car to “teach her a lesson.”

According to police, Henry was cited based on the witness’ statement.

Narragansett Man Charged With License Violation Following Accident

Cardona Coston Jr., 33, of 6 Cornell Road, Narragansett, was arrested at about 11:12 p.m. on Aug. 22 and charged with driving with a suspended license.

According to police, at about 10:18 p.m. on Aug. 20, they received a report of a Subaru Legacy rolling over on South Pier Road, with the operator of the car leaving in a red Mazda driven by another person.

Police said when they arrived, the Subaru – which was registered to Coston – was on its roof, and had heavy front-end damage.

According to a witness, the Subaru veered off the road and hit a telephone pole, at which point a man got out of it and got into the Mazda, which had been trailing behind the Subaru. The witness said the driver of the Subaru told the driver of the Mazda, “We have to get out of here.”

Police said that because of the accident, a dog got loose from the car and ran off behind a home on South Pier Road. An animal control officer was unable to catch the dog because of the time of day.

According to police, an iPhone was left behind in the car. They noted a text message on the screen, from 11:35 p.m., which said, “Cardoza can you please come to the hospital.”

Police said the driver of the Mazda responded to headquarters, and told police that she drove Cardoza to the end of South Pier Road, to drop him off. She gave a similar account of the accident as the first witness. At that time, police ran a background check on Cardoza and noted that he had a suspended Connecticut driver’s license.

According to police, they located Cardoza in a South County Hospital treatment room at about 6 p.m. on Aug. 21. He told police that he had left the scene to look for the missing dog. He agreed to turn himself in after receiving treatment.

Police said Cardoza did so at about 10:47 a.m. on Aug. 22. He was also cited for laned roadway violations, operating a car without proof of insurance and failing to report an accident.

Warwick Woman Charged With Drunken Driving; Friend Arrested for Warrant

Following a traffic stop at about 8:47 p.m. on Aug. 16, Shannon A. Mason, 22, of 69 Homeland Ave., Warwick, was arrested and charged with drunken driving and possession of marijuana, and cited for refusing to submit to a chemical test.

A passenger in Mason’s car – Allison M. Bailey, 23, of 212 Jefferson St., Warwick – was arrested for a Third Division District Court warrant.

A narrative of the traffic stop was not included in police reports. Mason is scheduled for a pre-trial conference at Fourth Division District Court on Oct. 2.

According to online records, Bailey’s warrant was issued after she did not appear at a restitution review hearing related to an August 2009 plea to Warwick police charges of vandalism.
