SK Police Log: Minors with Alcohol, DUI and Narcotics Possession

The following is based on reports from the South Kingstown Police Department. An arrest does not indicate a conviction.

  • Tyler Phelan, 28, of 60 Dam St., Wakefield, was charged with driving under the influence, refusal to submit to a chemical test, failure to maintain control of his vehicle and driving with an open container Sept. 30 after he reportedly drove his car into a ditch off Route 1 near the Camp Fuller exit.

Officers arrived to find Phelan’s green 1995 Isuzu pickup truck in the grass by the side of the road, partially covered with tree branches, a 200-foot trail in the grass behind it off Route 1, according to reports. Phelan was reportedly unconscious, slumped over the steering wheel, and holding a half-empty bottle of beer in his left hand between his legs. He finally awoke after several attempts to rouse him, and told officers he was coming from “baseball” and he had “a couple” of drinks. He reportedly smelled of alcohol, had severely bloodshot eyes, mumbled his words, and dropped in and out of consciousness.

Upon stepping out of the car, Phelen immediately stumbled and had to be physically escorted to the front of the car, according to reports. He allegedly failed three roadside sobriety tests and was arrested.

  • Justin C. Geer, 24, of 355 Switch Road, Richmond, was charged with possession of narcotics Sept. 27 after officers allegedly found two Oxycodone pills in the truck he was driving.
A patrol had been called to the Meadowbrook Apartments for a reported drug deal in a black pickup truck in the parking lot. Officers approached the truck and reportedly smelled marijuana coming from it. Geer directed officers to the pills when asked if he had anything illegal in the car.

  • Gerald L. Jean, 19, of 27 Highview Drive, West Warwick, was charged with transporting of alcohol by a minor Sept. 28. Reports indicate Patrolman Adam Wiza saw a “young looking male” leave Patsy’s Liquor Store on High Street with a case of Pabst Blue Ribbon beer, place it in the trunk of a car and got in the rear passenger seat. Wiza followed the car and pulled the driver over for allegedly speeding at Church and Brown streets.

Jean, the driver, reportedly told Wiza everyone in the car was under 21 and that Patsy’s Liquor Store had sold them the beer without asking for ID. Wiza issued Jean a court summons and confiscated and destroyed the Pabst Blue Ribbon.

  • Michael Bauchspies, 19, of 283 Carriage Drive, Portsmouth, and Patrick Brindamour, 20, of 160 Pavilion Ave., Rumford, were charged with possession of alcohol by a minor Sept. 28 after officers saw a group of young men walking near Upper College Road and Campus Avenue, one of whom reportedly tried to hide a gallon jug beneath his shirt when he saw them. While officers were asking Brindamour what the liquid was inside the jug, they reportedly noticed Bauchspies trying to hide a Gatorade bottle in his right front pocket.

Both containers held liquid that reportedly tested positive for alcohol and both men were issued court summons.

  • Jake R. Gagne, 19, of 102 Main St., Ellington, CT, was charged with possession of alcohol by a minor Sept. 29 after a URI police officer called SK police about a car in the Kingston Emporium with several containers of alcohol in plain view. The URI officer noticed the car in the Emporium after having reportedly issued it a ticket for parking in a handicapped spot.
