SK Police Log: August 14 and 15, 2012

Unless otherwise noted, information about the following incidents was supplied by the South Kingstown Police Department. An arrest does not indicate a conviction.

Cranston Man Charged With Vandalism, Resisting Arrest

Philip M. Doucett, 20, of 27 Waterman Ave., Apt. #3, Cranston, was arrested at about 1:26 a.m. on Aug. 15 and charged with vandalism and resisting arrest.

According to police, after finishing with the monitoring of the nightly closing of the Ocean Mist, a security guard at Mary Carpenter Beach Meadows flagged them down. The guard told them that a white man with no shirt had punched out the window of a passing car.

Police said that a traffic stop was made of the car of the Matunuck Beach Road and Holden Road intersection. Police noted that there was blood on the outside of the passenger side door, and the man in the passenger seat – Doucett – was shirtless, with a bloody rag in his lap and a deep cut on his forearm.

According to police, they ordered Doucett out of the car as a result, at which point they also noted blood all over his shorts. Police asked him to sit down near the car, at which point they said he told them, “**** this ****,” and began running toward Holden Road.

Police said Doucett slipped while running and hit a parked car, after which police arrested him while he attempted to resist. Police noted that during the arrest and ensuing struggle, Doucett hit his head on the pavement, and a rescue was called to treat the steadily bleeding laceration.

While Doucett was being treated, they were able to interview the victim in case.

He told police that a shirtless man with a large bird tattoo on his chest – later identified as Doucett – had punched out the rear passenger side window of his car. The victim told police that Doucett and several other friends were upset because they had been asked to move out of the middle of the road.

Doucett was transported to South County Hospital for treatment. According to police reports, he required several staples to close the wound on his head, and stitches to several cuts on his arm and hands.

Doucett was discharged at 3:10 a.m., and then held for arraignment at Fourth Division District Court at 9 a.m. Police noted that the two men in the car with Doucett were interviewed and cleared of any wrongdoing, and allowed to drive from the scene.

South Kingstown Man Charged With Disorderly Conduct

Joseph A. Douglas, 24, of 128 Pine Hill Road, South Kingstown, was arrested at about 12:50 a.m. on Aug. 15 and charged with disorderly conduct.

According to police, two officers doing a security detail at the Ocean Mist observed Douglas walk up to the bar and try to sit on the front steps. When police told him he couldn’t sit there because it was the main exit and entrance to the bar, he allegedly told them, “Why you busting my balls?”

Police noted that Douglas then attempted to go into the bar, but the doorman denied him because he was already heavily intoxicated. At that point, Douglas continued to complain about the police, allegedly saying, “I have no respect for you. I am not a criminal, why you always ****ing with me?”

According to police, at this point a person on a nearby bench offered Douglas a cigarette, which he took. Police said that Douglas sat with the person and continued to complain about his treatment at the hands of police.

Police said that this continued for 15 minutes, at which point Douglas was told to leave by the doorman and the two officers. Police said Douglas refused, and instead continued to talk and now stood in the middle of the stairs, blocking the exit and entrance for several people.

According to police, as they attempted to arrest Douglas for disorderly conduct, he lost his balance down the stairs and struck his head on the front passenger side headlight of a police cruiser. He was then arrested without further incident.

Police said that after he was arrested, Douglas became apologetic, although he still requested that police release him because “you didn’t even give me a warning.” Police told him that he had been warned several times, and also, that they were under no requirement to warn him before an arrest anyway.

Douglas was transported to headquarters, processed and then released at about 2:03 a.m.

South Kingstown Man Arrested for Three Warrants

Shayne E. Chandronnet, 43, of 125 Meadowbrook Way, Apt. #3, South Kingstown, was arrested at about 10:41 p.m. on Aug. 14.

According to police, they received a tip of Chandronnet’s current location at about 10:34 p.m. A background check confirmed that he had three warrants out for his arrest.

As a result, police went to Chandronnet’s current address on Meadowbrook Way, where he was found and arrested without incident. Police said a felony arrest warrant was out for his arrest from East Providence, along with warrants from Seekonk and Central Falls.

Police said Chandronnet was transported without incident to the ACI at 11:51 p.m.
