I understand that it is the law to "catch someone in the act" by a police officer to actually have a person charged with a particular offense, but at what cost to the public's safety if someone is known to be a public "nuisance" (at the least) have many instances known by the police to have occurred and the proliferation of aberrant behavior nationwide? In many words - there is a male, about 50+ years old, fit, tall and desiring to shock people by parading himself disrobed in public at East Matunuck State beach among other local areas. He has supposedly been at this for about a month. I would like women to be vigilant and don't hang out alone at the beach! Thank you!
