SK Police Log: September 28 and 29, 2012
A South Kingstown teenager is cited for refusing to submit to a chemical test.

South Kingstown Teen Cited for Refusing to Submit to Chemical Test
Daniel O. Chubay, 18, of 7 Bethany Road, South Kingstown, was cited at about 2:55 a.m. on Sept. 29 and charged with refusing to submit to a chemical test.
According to police, an officer noted a red Sedan driving suspicious on Route 138. Police said the sedan pulled into a driveway and seemed to be attempting to elude the officer. As a result, a traffic stop was made on Kingstown Road near Old North Road.
Police said that while speaking with Chubay, he smelled of alcohol, which he initially denied. Another officer who spoke to Chubay later said that he admitted to drinking two beers, and when asked a third time by officers, he told them he had drunk three beers.
According to police, Chubay passed field sobriety tests. However, he was placed into custody given his age and the legal limit of 0.02 for minors.
Police said that at headquarters, Chubay refused to submit to a chemical test, which he was cited for. He was processed and then released at about 3:08 a.m.
Police noted that a teenage passenger in Chubay car was also violating a 7 p.m. curfew. As a result, a report was forwarded to Family Court.
Narragansett Man Charged With Driving With Suspended License
Michael P. Lovaas, 34, of 221 Foddering Farm Road, Narragansett, was arrested at about 7:28 p.m. on Sept. 29 and charged with driving with a suspended license.
According to police, an officer noted a car driven by Lovaas on Old Tower Hill Road without its headlights on. A traffic stop was made as a result.
Police said a background check revealed that Lovaas’ license was suspended. He was arrested without incident, processed and then released at about 8:37 p.m.
South Kingstown Man Arrested for Warrant
Armindo J. Medina, 60, of 901 Mooresfield Road, South Kingstown, was arrested at about 1:32 p.m. on Sept. 28. Police said a Fourth Division District Court warrant was out for Medina’s arrest.
According to police, they were informed of the warrant for Medina’s arrest, and attempted to locate him at his listed residence. A person there told them Medina’s new address on Mooresfield Road, where police arrested him without incident.
Police transported Medina to Fourth Division District Court for arraignment at about 3 p.m.
