Narragansett Police Log: January 14 and 15, 2012

A North Kingstown man is arrested and charged with DWI, while a Narragansett woman isn't, but throws up inside her car.

North Kingstown Man Charged With DWI; Refuses to Submit to “AIDS Infested” Chemical Test

Leander J. Jaques, 21, of 154 Atherton Ave., North Kingstown, was arrested at about 2:08 a.m. on Jan. 15 and charged with driving while intoxicated and refusing to submit to a chemical test. Police said Jaques is a student at the University of Rhode Island.

According to police, an officer patrolling Boston Neck Road clocked a gray Volkswagon driven by Jaques at 60 miles per hour in a 30 mile per hour zone. The officer also noted that as he pulled out his cruiser to follow the car, it made a right-hand turn on to Conanicut without signaling.

Police said a traffic stop was made near Bonnet View Drive. When asked by police if he had been drinking, Jaques told them he had “three beers between 6 p.m. and 9 p.m.” However, police said that during the ensuing field sobriety test, a silver flask was clearly visible in Jaques’ back pocket.

According to police, Jaques failed a field sobriety test and refused to take a preliminary breath test. As a result, he was arrested and transported to police headquarters.

Jaques’ car was towed from the scene. Police noted that during the traffic stop, a passenger had to sit in the driver’s seat and operate the car’s brakes, because the emergency brake didn’t work. As a result, police asked Northup’s to tow the car to the town garage until a state safety inspection could be performed.

Police said that at headquarters, Jaques made a private phone call at 2:25 a.m. However, about five minutes into the call, Jaques asked if police would talk to his mom, which they refused to do. At about 2:40 a.m., police knocked on the door of the private call room and told Jaques to finish up, which he did at 2:45 a.m.

According to police, Jaques refused to take a Breathalyzer test. Police said he told them, “I’m not putting my mouth on anything some AIDS-infested ******* did.” The substance in Jaques’ flask tested positive as alcohol.

Jaques was charged with driving while intoxicated and refusing to submit to a chemical test. He was also cited for speeding more than 30 over the limit and making a turn without proper signaling.

Jaques was arraigned before a justice of the peace at 10 a.m. and released with a Jan. 24 date for Fourth Division District Court. His keys were confiscated until a proper safety check of his car could be completed, however, an officer transported him to it so he could collect his belongings.

Non-Driver Throws Up In, On, Near Car

According to police, at about 1:23 a.m. on Jan. 14 a highly intoxicated Narragansett woman was found inside of a car behind the driver’s seat on Point Judith Road.

Police said an officer patrolling Point Judith Road saw a grey Ford Escape parked in the breakdown lane. According to the officer, the driver’s side door was slightly open, and the interior and exterior lights of the car were on.

According to police, the car’s engine was turned off. As the officer approached the car, he noted a 23-year-old Narragansett woman slumped over the steering wheel, asleep.

Police said it took several attempts to wake the woman up. While attempting to question her, the officer noted that the woman smelled of alcohol, and she then threw up in her car and out the door, on to the roadway.

According to police, after giving her a few minutes to regain her composure, the woman told them that she had had too much to drink. She refused to answer any further questions though, and the responding officer at no point saw her attempt to drive the car.

The woman arranged to stay the night at a friend’s house on Boon Street, a 21-year-old woman. Police provided her with a ride. Her car was towed from the scene.
