Narragansett Police Log: February 7, 2012

In two traffic stops, police arrest two for drunken driving, allegedly.

West Kingston Woman Charged With DWI

Elizabeth D. Just, 44, of 3682 Kingstown Road, West Kingston, was arrested at about 1:28 a.m. on Feb. 7 and charged with driving while intoxicated and refusing to submit to a chemical test.

According to police, an officer traveling on Kingstown Road by Rockland Street saw a white Honda SUV with a headlight out. The officer turned around to follow the vehicle.

Police said the officer saw the SUV fail to stop at a red light at the intersection of Kingstown Road and Narragansett Avenue. The officer said the car was drifting while traveling on Kingstown Road near Lambert Street, crossing the double yellow lines, and a traffic stop was made at the Dillon Rotary near the South Kingstown border.

According to police, when asked where she was coming from, Just told them Narragansett. When they informed her she was still in Narragansett, police said she stared at the officer for several seconds, and said she didn’t know where she was coming from.

When police asked her for her license, insurance card and registration, they said she handed them her debit card. She was also unable to give the officer her registration – police noted it was visible in plain sight. Police were able to find her information in a bundle of papers Just handed them.

According to police, Just failed field sobriety tests. Police again asked her where she was coming from, and she told them she was coming from West Kingston and going to West Kingston.

When asked for a third time, Just told police she was coming from a restaurant on Ocean Road. When police asked her what time she left, she told them 8 p.m. When police asked her what time it was now, she told them 8:40 p.m.

Just was arrested and charged with driving while intoxicated. At police headquarters, she refused to submit to a chemical test. She told police that she had eaten dinner at the restaurant, and had two gin and tonics.

Just was issued a Fourth Division District Court date for Feb. 21. She was also cited for a faulty headlight, for swerving and for failing to stop at a red light. She was released at 5:20 a.m.

According to police, Just is a teacher at the Matunuck Elementary School.

Narragansett Woman Charged With DWI

Kristen H. Racquer, 28, of 25 Old Pine Road, Narragansett, was arrested at about 2:01 a.m. on Feb. 7 and charged with driving while intoxicated.

According to police, an officer patrolling Boston Neck Road clocked a silver Toyota leaving Old Pine Road at about 47 miles per hour in a 30 mile per hour zone. The officer followed the car, and noted that the car was swerving slightly, and also accelerated and slowed down randomly.

A traffic stop was made near Wood Avenue. Police said the operator, Racquer, initially told them she couldn’t find her license. When police told her they could she her license in her open wallet, she allegedly told them, “Oh sorry, it’s been a crazy night.”

When police asked her about this, she told them, “I just left my house on 25 Old Pine Road and now I’m going to the beach to sleep.” Police noted that Racquer smelled of alcohol.

According to police, Racquer failed field sobriety tests. Police said during the final test, the one leg stand, Racquer told them, “I’m done, just make it easy and take me in.”

Racquer was arrested and charged with driving while intoxicated. According to police, Racquer requested a blood test instead of a breath test. She was transported to South County Hospital to have blood drawn at 3:36 a.m. and 3:39 a.m. Results of the blood test were unavailable as of Feb. 8.

Racquer was released at 6 a.m. and issued a Fourth Division District Court date for Feb. 21. She was also cited for speeding and swerving.
